EXECUTIVE BOARD
MiMi Wilcox currently serves as President of the Tidewater Officers’ Spouses’ Association (TOSA), where she is dedicated to fostering friendship, connection, and support within the military spouse community. A member of the organization since 2016, MiMi has been actively involved in numerous leadership and volunteer roles, helping to strengthen the association’s mission of serving both its members and the broader military community.
Known for her welcoming spirit and commitment to bringing people together, MiMi works to create meaningful opportunities for fellowship, volunteerism, and community engagement. Her years of experience and passion for supporting military families have made her a valued leader and advocate within the organization.
Outside of her volunteer work, MiMi enjoys spending time with her family, especially her three grandchildren, pursuing paper-crafting projects, and exploring new destinations through travel. She and her husband, Mark, recently celebrated 38 years of marriage, a milestone that reflects their enduring partnership and shared adventures.
Originally hailing from San Diego, California, Kristine has spent decades cultivating community through numerous moves across the globe during her nearly 30 years as a military spouse. She has held various volunteer positions at numerous duty stations where her sharp organizational skills made her an invaluable asset. Kristine holds a B.A. in French Literature and Linguistics from the University of California, Santa Barbara and a Master’s Degree in Library and Information Science from San Jose State University.
Recently retired from the education sector, Kristine now spends her time quilting along with her volunteer pursuits. When she isn’t at her sewing machine, she enjoys traveling with family and friends and is an active member of the Hampton Roads Modern Quilt Guild. Kristine serves as TOSA’s 1st Vice President along with spearheading TOSA’s Stitch ‘n Bitch group.
Kristin Roberts grew up in Seattle, Washington, where she met and married her husband, Gus, a Marine aviator, after earning a degree in Communications from the University of Puget Sound.
They have two children: Audrey, 27, who lives and works in New York City, and Zane, 24, who lives and works in Arlington, Virginia.
Kristin has two part-time jobs. She manages direct marketing efforts for a law firm in Virginia Beach and is a substitute teacher for the Chesapeake Public School System. In her free time, she enjoys walking on her treadmill, reading, traveling, and spending time with her cats, Poppie and Sadie.
Kristin is excited to continue serving TOSA as 2nd Vice President and T3 (Trips, Tours &Travels) Coordinator for the 2026–2027 membership year.
My name is Kathie Hughes, I am the Tidewater Offcers’ Spouses’ Association’s Secretary. I also organize our “5 O’Clock Somewhere” events at local breweries. Previously I ran our Trips & Tours group.
I have been a member for quite a while now, and enjoy the camaraderie, respect, activities, laughter, and getting to know people from all walks of life, and the many friendships formed! I feel TOSA offers a rewarding experience with lots of happy memories being shared!
I have been married to my husband, Jim, USN, retired, since 1989. We will celebrate our 37th wedding anniversary in November 2026. We have 3 beautiful daughters, Kerry, Laura, and Shannon.
I have a BS in Fashion Merchandising. I am originally from Agawam, Massachusetts. I currently reside in Virginia Beach.
I enjoy reading, crafting, crocheting, movies & cheering on various professional sports,especially my New England Patriots football team and I love traveling! And, of course meeting new people!
I look forward to seeing what TOSA has to offer in the future!
Hello everyone! My name is Tiki Cain, and I am honored to serve as the Treasurer for the Tidewater Officers' Spouses' Association.
I have been married to my husband, Bill, for 27 wonderful years. Bill is an Army Veteran who proudly served our country for 28 years. Together we have three amazing children: Jenna (25),Brodie (23), and Creed (21).
I was born and raised in the Denver, Colorado area, and while military life has taken us to different places over the years, Colorado will always hold a special place in my heart.
Our family also includes Lilly, our energetic 9-year-old Labradoodle, who keeps us entertained and active.
When I'm not busy with family or TOSA activities, you can usually find me cheering on my favorite hockey teams. I'm an avid fan of the Colorado Avalanche and the Norfolk Admirals, and I enjoy following the excitement of the hockey season.
I look forward to getting to know everyone, supporting our military community, and serving alongside such a wonderful group of spouses this year.
